SEPA – The Washington State Environmental Policy Act

The Washington State Environmental Policy Act (SEPA) provides a way to identify possible environmental impacts that may result from governmental decisions. These decisions may be related to issuing permits for private projects, constructing public facilities, or adopting regulations, policies, or plans. Information provided during the SEPA review process helps agency decision makers, applicants, and the public understand how a proposal will affect the environment. This information can be used to change a proposal to reduce likely impacts.

Mitigated Finding of No Significant Impact (FONSI)
Port of Port Angeles – Intermodal Handling and Transfer Facility Improvements Project
Port Angeles, Washington

Pursuant to the National Environmental Policy Act (NEPA) and applicable implementing regulations, the U.S. Department of Transportation Maritime Administration (MARAD) has issued a Mitigated Finding of No Significant Impact (FONSI) for the Port of Port Angeles Intermodal Handling and Transfer Facility (IHTF) Improvements Project in Port Angeles, Washington.

MARAD, in coordination with the Port of Port Angeles, has completed an Environmental Assessment (EA) evaluating the potential environmental impacts of proposed improvements to the Port’s IHTF, a key regional logistics hub supporting the forest products industry in Clallam and Jefferson Counties. The project includes:

  • Improvements to the Cofferdam Dock Facility (e.g., new mechanically stabilized earth wall and dock reinforcements)
  • Resurfacing of 12 acres with high-load asphalt
  • Construction of a three-stage biofiltration stormwater treatment facility
  • Demolition of an existing 1,500-square-foot warehouse
  • Relocation of the existing truck scale and office trailer
  • Permanent protection of 6.13 acres of cultural resource land to be transferred to the Lower Elwha Klallam Tribe

MARAD has determined that the proposed action will not have a significant impact on the human or natural environment, provided that the mitigation measures described in the EA and FONSI are implemented.
