Margaret Barber, Moderator
Ports Policy Programming Coordinator | Business Oregon

Margaret Barber grew up in Maine where she completed her undergraduate degree, followed by an internship in Washington D.C. for Congressman Tom Allen.  Following that, Margaret moved to Salt Lake City to obtain her master’s degree.  Margaret has worked in economic development for approximately 17 years.  She worked for a regional economic development district; held a private consulting firm; Worked for the Port of Coos Bay in business development, public relations and communications for eight years, and is now the Ports Policy Programming Coordinator for the State of Oregon. Margaret is passionate about logistics and economic development and is working to collaboratively promote the sustainable flow of commerce throughout the Pacific Northwest.

Sean Clark
Executive Director | Port of Columbia County 

Sean Clark is the Executive Director of the Port of Columbia County. Prior to being named Executive Director in September 2021, Sean spent seven years as the North County Operations and Terminal Manager at the Port and was responsible for the safety, security, dock management, and tenant leases at Port Westward Industrial Park and other Port facilities in north Columbia County. Sean also served as Deputy Executive Director of the Port from May to September 2021.

Prior to joining the Port of Columbia County in November of 2014, Sean spent nearly five years at the Port of Kalama, Washington.

Sean earned his Bachelor of Science in Business Management and Communications from Concordia University. He is a past president of both the Northwest Marine Terminals Association and Oregon Public Ports Association, past chair of the Lower Columbia Region Harbor Safety Committee and represents the Port of Columbia County’s interests at a variety of industry groups.

A native Oregonian, Sean resides in the foothills of the Coast Range in Columbia County, Oregon where he has lived for most of his life. He is a member of the Benevolent and Protective Order of Elks, served on the Columbia 9-1-1 Communications District board and spent over 11 years on the Rainier School board.

In his personal time, Sean is a member in two bands that actively play in the Portland area.

Shawn O’Connell
Chief Executive Officer | Pacific Northwest Farmer Cooperative

Shawn O’Connell was raised on a farm in Kalispell, Montana, where he developed an early appreciation for agriculture and the importance of the farming community. He went on to attend Montana State University, earning a degree in Agricultural Business.

Shawn began his career in the grain industry in 1992, working for a private grain company in Pullman, Washington. Over the course of his career, he has gained extensive experience in the grain and agricultural industries, building a strong understanding of commodity markets, producer relationships, and the cooperative system.

Today, Shawn serves as Chief Executive Officer of Pacific Northwest Farmers Cooperative, where he provides leadership and direction for the organization while continuing to support the farmers and communities that form the foundation of the agricultural industry.

With roots firmly grounded in farming and decades of experience in the grain business, Shawn brings a combination of agricultural knowledge, industry experience, and a strong commitment to the Pacific Northwest farming community.

Richard Teubner
Head of Container on Barge Services | Agrippa Industries

Richard has served in many capacities throughout more than 45 years working in the Maritime Transportation System including a career of 25 years in the US Coast Guard and numerous leadership roles at SEACOR Holding including as Chief Operation Officer of regional container line SEACOR Island Lines, and as Vice President and General Manager of SEACOR’s container on barge service, SEACOR AMH.  He currently works as head of container on barge for Agrippa Industries connecting BCOs with regional inland and coastal ports to provide agile targeted export, import and domestic intermodal solutions on water.

Neil Maunu, Moderator
Executive Director | PNWA

As PNWA’s Executive Director, Neil Maunu leads the association’s work with Congress, federal agencies, and regional decision-makers on transportation, trade, energy, and environmental policies and projects. PNWA’s membership includes over 155 public ports, transportation providers, marine terminals, agriculture and forest products producers, public utilities, manufacturers, labor groups, and others in Washington, Oregon, and Idaho.

Maunu has over 25 years of leadership experience in business and the military. For more than 18 years, he has led teams in the Pacific Northwest (PNW) maritime industry, including roles in operations, business development, and commercial negotiations. He spent time working for Tidewater Transportation and Terminals and retired from the Oregon National Guard as a Lieutenant Colonel. Maunu holds a BS in environmental geography and engineering from the U.S. Military Academy at West Point and an Executive MBA from Washington State University. A Northwest native with deep PNW roots, Neil was raised in North Portland and now calls Vancouver, Washington, his home. He enjoys spending time outdoors with his wife and two kids, and restoring classic cars.

Mike Fudurich
General Manager | Harbor Industrial Services Corp.

Mr. Fudurich has over 15 years of experience in the maritime industry and received a Bachelor’s degree from Washington State University in Pullman, Washington and a Master of Business Administration from Saint Martin’s University in Lacey, Washington. Over 10 years of direct terminal operations and maintenance and repair experience with marine terminal equipment, including cranes, forklifts, top-handlers, reach-stackers, yard tractors, and rolling stock. He possesses asset management experience in providing expertise to port authorities and marine terminal operators with portfolios of 300+ units. Mr. Fudurich is well versed with development and tracking of maintenance schedules, worker training programs, asset procurement and replacement including capital budgeting. Mr. Fudurich manages the Northwest operations for Harbor Industrial with his primary duties as General Manager for Oregon Container Terminal. . Mr. Fudurich has extensive experience managing ILWU Labor, directing operations, and developing regional cargo growth.

Nathaniel Hough
President | Foss Maritime Company

Nathaniel Hough is President of Foss Maritime, one of North America’s leading marine transportation and harbor services companies. He oversees a nationwide portfolio of tug, transportation, ship-assist, and project-services operations and is guiding the organization toward a future defined by safety, innovation, operational excellence, and reliable customer service.
A graduate of Massachusetts Maritime Academy with a Bachelor of Science in Marine Transportation, Nathan also holds an Executive MBA from the University of Houston and a U.S. Coast Guard license. He serves as chairman of the Lone Star Harbor Safety Committee, where he champions marine safety, practical policy, and collaboration among operators, regulators, ports, and maritime partners to strengthen safe and efficient commerce.

Graham Lyons
Log Procurement | Southport Forest Products

Graham Lyons, at Southport Forest Products in North Bend, Oregon, focuses on log procurement, supply chain management, and marine logistics. A significant part of his role involves managing their barge/maritime transportation program, coordinating log barges from British Columbia and the Pacific Northwest, and working with suppliers and transportation partners to maintain a reliable log supply for our sawmill and others. Southport owns and operates a 17,000 ton barge paired with a Manitowoc 4600 crane. The system is tailored to log handling, with annual volumes reaching 350,000+ tons from the single barge. Lyons holds a Bachelor’s in Forest Engineering from Oregon State University and a Master’s in Supply Chain Management from the University of Washington.

Gregg Magnuson
President | Star Marine Inc.

Gregg Magnuson is a seasoned professional with over 50 years of experience in Pacific Northwest marine towing and transportation, having founded his own tugboat company in 1976. Recently, he has successfully launched a regular log barging service that significantly reduces truck traffic on local Highways. With a passion for marine transportation, Gregg is committed to finding innovative solutions to lower fuel consumption and emissions while more efficiently moving cargo.

Eric Strand
Marine Services Sales Manager | Shaver Transportation

Eric joined Shaver Transportation in 2011 where he spent the first 10 years working on the tugboats as deckhand before moving to shoreside operations in dispatch and logistics. His current role as Marine Services Sales Manager finds his daily activities focused on cultivating new business opportunities in the PNW along with special project management and upriver grain barging.

John Dumas, Moderator
Executive Director | Port of Anacortes

John Dumas began his professional journey with eight years of service in the United States Navy, where he specialized in aviation maintenance. After completing his military service, he spent 22 years with Cortland International (Cortland Rope), gaining extensive leadership and operational experience at both the Anacortes, Washington manufacturing facility and the Houston, Texas fabrication facility.   In 2017, John joined the Port of Anacortes as Director of Operations, a role he held for eight years before being appointed Executive Director in 2025.

Originally from Tacoma, Washington, John moved to Anacortes in 1996 and has been an active part of the community ever since. For the past eight years, he has proudly served as a coach for the Anacortes High School Varsity Football Team.  John and his wife, Megan Atterberry, are the proud parents of three children.

Dee Burch
Chief Executive Officer | Gunderson Marine & Iron

With over 45 years of experience in heavy construction and engineering, Dee Burch is a highly respected leader in the maritime and fabrication industries. As President of Gunderson Marine & Iron, Dee has played an instrumental role in driving the company’s strategic vision, expanding its capabilities, and positioning it as a leader in both shipbuilding and complex fabrication.

Dee’s expertise spans all facets of construction and project management, from initial design to final delivery. With decades of hands-on leadership in high-profile projects, Dee has successfully overseen the execution of large-scale projects, including those in the defense, infrastructure, and energy sectors. He is a seasoned executive who understands the importance of quality, innovation, and precision in delivering world-class solutions.

As President at Advanced American Construction (AAC) for over 30 years, Dee has consistently delivered excellence, with several of his projects receiving prestigious awards, including the National AGC-Aon Build America Award and three Marvin Black Partnering Awards. Adam Fulton
Former Chief Operating Officer | Port of Longview

Adam is a licensed civil engineer, with 35 + years of project management experience here in Washington, mostly around Puget Sound. He has designed, permitted, and/or managed projects in nine counties and has acquired permits at every level of government from the federal level to Homeowner’s Associations. He has worked in both the public and private sectors of development and held a patent for a stormwater flow control device that he later sold. His history of completing large, complex projects for demanding port customers in sensitive waterfront environments has given him experience working with regulators to issue permits in a timely and partnering manner. At the Port of Bellingham, he held key roles including the Director of Facilities, responsible for the execution of the Capital Improvement Program (CIP) with an annual budget of $20-$50 million dollars. Adam completed his career as the Chief Operating Officer for the Port of Longview where he was a key member of a soon-to-be completed negotiation on a billion-dollar project in Cowlitz county.

Deanna Keller
Port Commissioner | Port of Tacoma

Deanna Keller is serving on the Port of Tacoma Commission as Vice President, Northwest Seaport Alliance Managing Member Vice President, and Secretary of the Executive Board of the Washington Public Ports Association.  A publicly elected position by the voters of Pierce County, she has been serving on the Port Commission since 2020.

The Northwest Seaport Alliance is one of the largest marine cargo gateways in North America which includes international trade, domestic trade such as Alaska and Hawaii, auto imports and exports, breakbulk cargo including high and heavy, and is a strategic military gateway serving JBLM and its mission to protect our country.

Marine Highway Initiatives

Xochitl Castañeda, Moderator
Director | Pacific Northwest & Alaska Gateway Office, Office of Maritime & Intermodal Outreach, U.S. Department of Transportation, Maritime Administration

Xochitl (pronounced So-chee) Castañeda is the Director of the Pacific Northwest & Alaska Gateway Office in Seattle, Washington. She oversees a region that includes Alaska, Oregon, Idaho, and Washington, serving as an advocate for maritime interests across the Pacific Northwest and Alaska. Her responsibilities encompass 204 ports—54 in Washington, 23 in Oregon, and 125 in Alaska—as well as the Washington State Ferry System, the Alaska Marine Highway System, and the homeports for the nation’s largest fishing fleets in Alaska, Washington, and Oregon.
Xochitl works to strengthen ports and the marine transportation system in her region, with a focus on port infrastructure and military outload. She supports maritime operators homeported in her area and has purview over the following Marine Highways: M-5 (Pacific Ocean Coastal Waters), M-5AK (Alaska Coastline), M-11 (Alaska Coastal Waters), and M-84 (Columbia, Willamette, and Snake Rivers).
Originally from Pearblossom, California, Xochitl retired from the U.S. Coast Guard after 26 years as a marine safety professional. Her career included both afloat and ashore assignments, where she gained expertise in navigation, energy projects, pollution response, waterfront facilities, vessel auditing, mariner licensing, waterways management, search and rescue, and emergency response.
She began her education at Antelope Valley College before transferring to the University of California, Santa Barbara, where she earned a B.S. in Aquatic Biology. She later earned a Master’s in Transportation and Logistics with a Maritime Engineering Concentration from American Military University. Xochitl is currently attending the Naval War College in Everett, Washington, further expanding her knowledge in national security and strategic studies.

Maggie Adams
Owner/Operator | SeaTac Marine Services

Maggie Adams is an owner operator at SeaTac Marine Services in Seattle Washington, a barge transportation provider citied on their private terminal servicing destinations in Alaska and the Pacific.  A long standing family business, Maggie has been involved in the day to day operations for eight years. From finance, to sales, to barge operations, she is involved in all the working components of the business. With a degree in Economics from University of Washington and the Harvard University Extension School she brings perspective and strategic thinking to the everyday. 

Kyle Gropp
Deputy Director | Port of Friday Harbor

As Executive Director of the Port of Friday Harbor, Kyle Gropp brings more than 23 years of public service and leadership experience. During his nearly seven years with the Port, he has led efforts to strengthen maritime transportation, expand economic opportunity, modernize critical infrastructure, and advance sustainability initiatives. The Port of Friday Harbor plays a vital role in connecting the San Juan Islands to regional marine transportation networks while supporting commercial, recreational, and working waterfront activities. Kyle’s work focuses on ensuring the Port remains a resilient transportation hub and economic driver for island residents, businesses, and visitors alike.

Rob Janicki
Osprey Logistics

Rob Janicki is an entrepreneur and developer with 35 years in the timber industry and deep experience in real estate development, sustainable land-use planning, biomass energy, marine logistics, and carbon optimization. His career sits at the intersection of natural resource management and sustainable development.

As the founder and managing member of The RJ Group, Rob leads a portfolio of community-focused, sustainability-driven residential and commercial developments emphasizing green space preservation, eco-friendly design, and long-term community value, principles rooted in his family’s legacy of sustainable forestry at Janicki Logging & Construction.

Rob also leads Osprey Logistics, a full-service intermodal marine terminal and freight broker on Smith Island in Everett, Washington. The 25-acre facility on Possession Sound offers barge loading and unloading, storage, and material handling for logs, lumber, aggregates, and heavy equipment, moving cargo between Puget Sound, British Columbia, Alaska, and beyond.

Tabare Dominguez
Vice President, Commercial | DP World Canada

Tabare Dominguez leads commercial operations for DP World Canada, bringing over 30 years of experience in shipping, ports, and logistics. Since joining DP World in 2006, he has held senior commercial leadership roles in the UK, Spain and Canada. Following a global leadership development assignment across DP World’s operations in Dubai, Tarragona, Sydney, and Hong Kong, in 2009 he became Head of Port Commercial for DP World London Gateway, one of the most technologically advanced ports and largest logistics park in Europe. Since 2016, he has led the commercial function for DP World’s Canadian ports and terminals, including Vancouver, Nanaimo, Fraser Surrey, Prince Rupert, and Saint John. He holds an MBA from Vlerick Business School and a Master’s degree in Container Terminal Management from Middlesex University

Regulatory & Industry Challenges

Matt Cress, Moderator
Business Development Manager | Port of Bellingham

Matthew Cress’ began his career as a shipping agent in Long Beach, CA. Over the course of his career with that agency Matthew became Regional Manager of US West Coast Ports and manger for all Texas Ports. Matthew worked in Chile for the parent company as Chief of Operations managing a terminal and was educated in projects and business development. Matthew assumed the role of Business Development Manger for the Port of Bellingham several years ago and has lead cargo recruitment and grant efforts for the Bellingham Shipping Terminal which have resulted in a RAISE 17.9 million dollar rail grant and a BUILD 23.5 million dollar terminal infrastructure grant.

Charles Costanzo
Founder | Blakely Rock Strategies 

Charles Costanzo, is an attorney with advocacy, environmental and strategic business planning experience in the maritime industrial space. He is also the Founder of Blakely Rock Strategies, a consultancy offering twenty years of industry knowledge across ports, vessels, shipyards, government agencies, and marine stakeholders . Successful projects have involved energy transition for terminals and vessels, siting and logistic challenges for shipyards and operators, coalition building and advocacy, and business development initiatives. Patrick Gallagher
Executive Director, Marine Exchange of Puget Sound

 Patrick Gallagher is Executive Director of the Marine Exchange of Puget Sound, a nonprofit industry association that provides 24/7 vessel tracking, operations/administration support, and maritime safety services across the Puget Sound region. He chairs the Puget Sound Harbor Safety Committee and is incoming President of Maritime Information Services of North America (MISNA) & Vice Chair of the National Harbor Safety Committee Steering Team. He was recently elected President of the Washington Maritime Federation and serves on the Olympic Coast National Marine Sanctuary Advisory Council.

A retired Coast Guard Commander, Patrick spent 22 years in uniform and logged over 300,000 nautical miles at sea. He earned an MBA from Baruch College’s Zicklin School of Business and taught at Olympic College as an Adjunct Professor.

Col. Brendan John “Mac” McEvoy
Portland District, U.S. Army Corps of Engineers

Col. Brendan John “Mac” McEvoy assumed duties as the commander and district engineer of the Portland District, U.S. Army Corps of Engineers (USACE), on July 24, 2026.

McEvoy, a Port Washington, New York native, is a 2003 graduate of Providence College in Rhode Island. He holds a master’s degree in Strategic Studies from the U.S. Army Command and General Staff College and a master’s degree in National Security from the National War College.

Prior to his arrival at Portland District, he served as the Mobility Branch Chief in G-8 Force Development at Headquarters, Department of the Army.

McEvoy’s previous command assignments include Regimental Engineer Squadron Commander, 3d Cavalry Regiment, Fort Hood, Texas; and A Company Commander, 4th Brigade Special Troops Battalion, 4th Brigade Combat Team, 101st Airborne Division.

McEvoy’s key staff assignments include serving as the III Armored Corps Engineer, Fort Hood, Texas; Engineer Director for Combined Joint Task Force – Operation Inherent Resolve; Mission Assurance Branch Chief, DCS G-3/5/7, Headquarters, Department of the Army; 555th Engineer Brigade Operations Officer, Joint Base Lewis-McCord, Washington; 23d Engineer Battalion Operations Officer, Joint Base Lewis-McCord, Washington; Executive Officer to the Deputy Commanding General, US Army Central Command; 2d Engineer Brigade S-3 Plans Officer, Bagram, Afghanistan; and Chief of Operations and Brigade Engineer, 4th Brigade Combat Team, 101st Airborne Division.

He deployed in support of Operation Iraqi Freedom, Operation Enduring Freedom, and Operation Inherent Resolve. McEvoy’s military awards and decorations include the Bronze Star, Afghanistan and Iraq Campaign Medals, the Combat Action Badge, and the Army Parachutist Badge.

McEvoy is married to Shireen Lackey. They have cats.

Ian Bow

Assistant Port Director, Area Port of Portland, San Francisco Field Office, U.S. Customs and Border Protection

Mr. Ian T. Bow, Assistant Area Port Director (AAPD) tactical of Portland, Oregon on January 22, 2017.  As the AAPD, Mr. Bow manages the Anti-Terrorism Contraband Enforcement Team (A-TCET) operations and Marine Operation Center (MOC) operations as well as overseeing the operations of out ports Coos Bay, OR, Newport, OR, Astoria, OR and Longview, WA.

In 2025, Mr. Bow served as a Law Enforcement Operations Division (LEOD) Program Manager which leverages strategic partnerships and programs to advocate for Field Offices and Ports of Entry.  This includes amplifying Field perspectives and successes, increasing awareness of Field challenges, and enabling the implementation of creative solutions to meet Field Office and Port needs for the executing of the CBP mission.  While in Washington D.C. he served as a sworn Capitol Police Officer to assist with the 60th inauguration of the President of the United States.  He was tasked with the LEOD brief to the EAC, DEAC, XD and Directors of LEOD, as well as other leadership.  He was assigned the San Francisco Field Office as his primary responsibility while on TDY.

In 2024, Mr. Bow served as IOAD Border Enforcement Strategic Advisor in Bulgaria, 120-day detail to the land border (Kapitan Andreevo) and seaport (Burgas). Mr.Bow was able to build and foster strong professional relationships with Bulgarian Customs, Port Director of Kapitan Andreevo, Bulgarian Border Police, FRONTEX personnel and liaised with CBP Attache.

Mr. Bow served as a Supervisor for Preclearance Aruba from 2014-2017 at Oranjestad Aruba Preclearance.  Mr. Bow was the responsible party as, Body Armor Coordinator, Badge and Credential Coordinator, Forms Control Officer.  Mr. Bow was able to foster strong professional relationships with Aruba Stakeholders and Federal partners to in U. S. Coast Guard, Drug Enforcement Agency, U. S. Air Force, Homeland Security Investigations and U.S. Department of State Consulate, Curacao.

Mr. Bow served within the Ports of San Ysidro and Otay Mesa, CA. from 2012-2014 as an Admissibility Enforcement (AEU) Supervisor.  He was fully engaged in the detention, processing, care for, and transport of all detainees. Mr. Bow was promoted to Supervisor in 2010 and before his promotion spent a year (2009) as a processing officer in AEU.  He spent a successful and productive year (2008) serving on A-TCET.  Mr. Bow joined Customs and Border Protection as an officer in 2006.

As a CBP officer, Mr. Bow completed his Juris Doctorate degree and was recognized by his law school for his academic achievement in Juvenile Justice.  Mr. Bow received his Bachelor of Arts degree in Philosophy from San Diego State University. 

Mr. Bow has a hands-on approach and applies theoretical and practical knowledge to each opportunity within CBP, with the end desire in mind to better address anti-terrorism, border security and cargo/passenger facilitation.

He enjoys sports, outdoor activities, reading and spending time with his family.
